The God Fearin Forum has God Fearin's 10 Laws of Proper Internet Communication . HE feels strong about this topic as he informs us at the start:
"Breaking any of these rules quickly identifies you as low class" :) (Oops I have violated rule 3).
He has some good points though and I have to admit I am a horrible violater of RULE 4 and RULE 9.
