Sort of. It appears to me they kinda of punted. Father Z has the story at Archd. of Washington D.C. responds, sort of, about Senators receiving Communion at papal Mass .
I do agree that many that this has to be handled by the local Bishop and indeed the juridictional issue here is sort of cloudy as he points out to D.C.
