Catholics have had need of this in the past no doubt and still do. As to the sex abuse example we have seen this a good bit. Sadly Catholic Vocations in some areas are not up yet to where this can become a reality every where but it is needed. Many Catholic Bishops often WISELY ( I think) avoid this problem because they move Priests around every 5 to 6 years. There are pros and cons to this but I think the good outweighs the bad Example is the rather bad incident we saw in Chicago recently. Heck we might be seeing in the Archdiocese of New Orleans too.
Regardless in non Catholic circles I think this is a interesting idea and a needed one too. In fact it is more urgent. United Methodist seem to try to move their pastors around too in some areas but the norm is often a pastor stays forever unless kicked out. Sadly if he is kicked out we often see well a real schism.
