Why Are Mentally Unstable People Allowed To Stay On The Streets

What a heartfelt and tragic story!! At the link he links I my jaw dropped when the sister just let her brother wander off!! I wanted to yell to get him committed!! Call the hospital for goodness sake!! What are you doing!!

However looking at the comments I did not realize how hard that is nowadays. Now I realize there were horrible abuses in the past as to this. However it seems we have gone way too far in the opposite direction where this poor man that right now might not be a danger to others but is at danger from others is allowed just to roam. This needs to change.
