Why A One Size Fits All Catholic Sexual Abuse Policy Will Not Work

It does appear that the Vatican is going to be announcing some worldwide Catholic sexual abuse norms. From I am reading this is aimed to be announced in the fall. Nod doubt this has been in the works for a while.

Still I expect it will have to be tweaked depending on a country by country basis. It was one thing for Bishops to work with Civil authorities in the United States based on possible allegations. However what about places where the Government is really the enemy of the Church. LIKE CHINA. What do you there? It is hard to see any fairness in a country like when we see headlines like Bishop placed under house arrest for refusing to co-celebrate Mass with excommunicated bishop . In fact much of the Church there is underground. What about places like Pakistan and even parts of India where Christians are getting slaughtered and the local Govt does not seem to care that much.

Throw lay people in the mix(which I guess will be included in the norms) and well watch out.
