Yack !! Two New Louisiana Traffic Laws

That I am sure to forget about and thus get a ticket. These go into force today.

--Require all passengers in a vehicle to wear a seat belt or face a fine. (This of course now adds people in the back seat.) I am not really sure, unless you are leaned forward almost into the Front passenger area how the police are going to know if people in the back are wearing their seatbelts.)

--Limit drivers to using the left lane on highways for passing other vehicles. The new law says no vehicle shall be driven in the left-hand lane except when turning, passing another vehicle or when the right-hand lane is congested or closed, and no vehicle in the left lane can be going slower than vehicles in the right lane. This is what is going to get people. I guess I think this kind of hazy because what do you define as "congested"? Still I guess this means one cannot just buzz at 75 miles a hour in the left lane. That once you pass you have to get in the right. But this is the question. When I pass another car is there some rule of thumb to this. What if I can judge in about 45 seconds to 60 seconds I will have to pass another car? Is that congested? Can I stay in the left lane or do I have to get in the right land and then get into the left lane 45 second later?

Does this not seem like one of those annoying laws where they leave out the details so Cops can just pull you over? YOU POT HEADS BETTER STAY IN THE RIGHT LANE :)
