What The Heck is Happening In Bossier Parish ( Sanctioned Parish Milita?)

Lawyers often call the Parish of Bossier the Free State of Bossier because it seems normal rules do not apply there. Amazing things happen there . I have a theory this is because the Parish seat of Govt is not in the major city but up north in the small town of Benton. Just far enough to where lazy reporters from the Shreveport media market don't really want to make the drive up there!!

So therefore I raise my eyebrows when I hear stuff coming from there . So is this conservative political scientist from LSU-S. See Reason for Bossier paramilitary force needs clarifying .
