I agree 100% with the the issue of dealing with local authorities. The commentators were shocked the Vatican did not explicitly state that local bishops should report all abuse to local authorities. Apparently no one thought what that could mean for Christians in Egypt, China, Vietnam, N. Korea, Iraq, etc.
