I have a complex view on voter fraud and voter ID. In some states it might not be that much of a problem for the State to devote massive resources for a voter ID card. However in other places (such as South Texas) it seems to be a massive problem.
So that being said this could be a rather shocking face of U.S. Voter fraud problems if true. It 's not like they denied it when pressed.
I'm not sure what "massive resources" are required. How 'bout a driver's license or non-driver equivalent, which are already available?
