Well I think he has a point. It is messy business this Clergy Sex Abuse stuff but the magical elimination of Statute of Limitations in many of these cases is troubling. See Peoria: Bp. Jenky stands up to anti-Catholic courts and media .
On a side note reversing basic legal protections based on the not very good science of "repressed memories" is a danger to everyone. First the Church and then who else is next. Not a popular view but Statute of Limiatations exists for a reason.
Archbishop Chaput dealt with this if people recall two years ago in a much read piece in First Things. Besides pointing out the obvious reasons why people should tread with caution in this area he said:
There is an inequity hardwired into the whole national discussion of sexual abuse. Catholics can live with hard laws if they serve the common good—but the laws need to be equally hard for all offending persons and institutions, with the same rules and penalties and no hidden escape clauses.
