Have Abortions Declined Under Republicans and Bush?

This is often a widely debated topic especially on one Catholic Blog I visit. Obama at the Saddleback forum said that abortions have not declined under President Bush.

However it appears that is not the case. We can debate the who, what , and why, abortions have decreased but it appears that some folks are getting their facts wrong
